Grantville Neighbourhood

Groundwater resources are sensitive in this small lot subdivision serviced by individual wells and septic fields. Neighbourhood residents asked the Salt Spring Island Local Trust Committee to help prevent septic waste from impacting groundwater. As a result, the Local Trust Committee adopted bylaw Bylaw No. 484 which implements a 30 metre setback between septic fields and drinking water wells in the neighbourhood. 

Riparian Areas Regulation

On May 14th, 2015 the Salt Spring Island Local Trust Committee adopted Bylaw Nos. 480 (Salt Spring Island) and 482 (Prevost Island). These bylaws bring the Salt Spring Island Local Trust Area in compliance with the provincially mandated Riparian Areas Regulation (RAR). On Salt Spring Island, compliance with the RAR is through the creation of a new Development Permit Area 7.

Secondary Suites

Secondary suites are now permitted in some areas of Salt Spring Island as a result of the adoption of Bylaw 461 by the Salt Spring Island Local Trust Committee. Secondary Suites Zoning Map

Pilot Program Review: the Salt Spring Island Local Trust Committee has adopted in principle, between each phase, a five year period to monitor impacts and evaluate the success of the pilot area.

  • Phase 1: Bylaw 461 based on Plan 1 (Pilot Area 1) → Monitor/Evaluate (after first year, then every two years)
  • Phase 2: Consider including pre-existing suites outside of Plan 1 (Pilot Area 1) → Monitor/Evaluate
  • Phase 3: Consideration of an expanded pilot area → Monitor/Evaluate 
  • Phase 4: Consideration of the whole island.

OCP Amendment: Temporary Use Permits 

On October 24, 2013 Salt Spring Island Local Trust Committee gave first reading to Bylaw 471 - an Official Community Plan amendment that would allow a Temporary Use Permit to be used to permit a secondary suite on properties not zoned to allow suites.
This will enable people to become part of the pilot program on a case by case basis, and those with existing suites to pursue voluntary compliance in the case of a bylaw infraction notice. A Temporary Use Permit is the ideal tool to allow people to legalize their secondary suites until further phases of the pilot program are considered. It allows the LTC to "pilot" secondary suites on a case by case basis on properties that may be outside of the pilot area, but can accommodate a secondary suite without negatively impacting environmentally sensitive or vulnerable areas.

Bylaw 467 creates an amalgamated commission that includes expertise in planning and public policy, architectural and urban design, and environmental sciences and policy development.
