The Denman Island Local Trust Committee is embarking on a review of Denman Island’s land use policies and regulations, with a specific focus on increasing housing options for affordable and attainable housing. The first phase of the project is now underway. Consultants are engaging with the Advisory Planning Commission (APC), Denman Island community members and stakeholders to assist in identifying necessary updates to the Denman Island Official Community Plan and Land Use Bylaw. The Denman Island Local Trust Committee will be evaluating the recommendations for policy and regulatory amendments to ensure they minimize impacts of housing generally to better protect the environment while supporting equity, diversity and inclusion.
Consultation and Review Process
The review will be undertaken in the following phases:
- Phase 1 of the project (September 2022- January 2023) is currently underway and included the development of an engagement plan. Consultants are using this plan to guide engagement with the Advisory Planning Commission (APC), Denman Island community members and stakeholders to assist in identifying necessary updates to the Denman Island Official Community Plan and Land Use Bylaw.
- Phases 2 and 3 (Spring 2023) will include exploring options and developing solutions in the form of a summary report prepared by the consultants for the Local Trust Committee.
- In 2023-2024 the Local Trust Committee may give direction to planning staff to draft the necessary policies and regulations to implement select recommendations and undertake additional consultation with the community and First Nations.

First Nations Engagement
The Denman Island Local Trust Committee seeks to engage with First Nations with treaty and territorial interests on Denman Island’s Official Community Plan and Local Use Bylaws. Engagement will be reflective of the Trust Council adopted policy on First Nations Engagement Principles, and the foundation documents of United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Truth and Reconciliation Commission Calls to Action, and Murdered and Missing Indigenous Women and Girls Calls for Justice. Engagement processes will be guided by concerns or responses from First Nations on how to proceed in a mutually respectful and relationship building framework.
