November 5, 2016 | Notice of Public Hearing - North Pender LTC
NOTICE is hereby given that the North Pender Island Local Trust Committee will hold a community information meeting and public hearing within a Special Local Trust Committee Business Meeting on the following proposed bylaws:
Proposed Bylaw No. 203 In general terms, the purpose is to amend the North Pender Island Official Community Plan Bylaw 171 to enable short term vacation rentals as accessory uses in Residential zones and to adopt guidelines for short term vacation rentals to be permitted by Temporary Use Permits.
Proposed Bylaw No. 204 In general terms, the purpose is to amend the North Pender Island Land Use Bylaw 103 to permit short term vacation rentals as an accessory use in residential zones, under the home business regulations. This approach requires an owner or operator of the home business to reside on the property where the short term vacation rental takes place. View the full notice here >>>
October 27, 2016 | North Pender Local Trust Committee Update
At the NPI LTC meeting of October 27 2016, the LTC approved a Development Permit for a driveway to be constructed within a sensitive wetland ecosystem. The LTC reviewed draft bylaws for the Port Browning expansion and deferred first reading, but referred the applications to the Advisory Planning Commission. The LTC also gave three readings on Bylaw 205, an administrative bylaw that would reduce the application fee for STVR Temporary Use Permits to $900.
September 22, 2016 | North Pender Local Trust Committee Update
The North Pender Island Local Trust Committee held its regular monthly meeting on September 22, 2016. The LTC gave second reading to the Short Term Vacation Rental bylaws 203 & 204. A public hearing for bylaws 203 & 204 is being scheduled for November 5, 2016. The LTC also received an update on the Waste Management process. The second workshop in the Integrated Decision Making process is scheduled for October 6, 2016. The LTC went in-camera and in the rise and report announced that they received information stating there is no evidence that asphalt was deposited on Agriculture zoned properties on North Pender, or on residential properties in the Magic Lake or Buck Lake area.
September 9, 2016 | Land Use Planning for Waste and Resource Management
Land Use Planning for Waste and Resource Management on North Pender Island – Call for site suggestions! The North Pender Island Local Trust Committee is hosting a participatory community land use planning process about waste management. This is a call to help us identify any properties with potential to be appropriate for waste management. Properties suggestions submitted will be included for evaluation by a structured decision making process – to be conducted by community participants in open meeting. Eligible properties that meet the established criteria will be presented to the LTC for consideration. The deadline for submissions of suggested property sites is September 16. July 28, 2016 | North Pender Local Trust Committee Update
The North Pender Island Local Trust Committee had its regular monthly business meeting on July 28, 2016. The LTC approved a Development Permit for form and character upgrades to the Port Browning pub and bistro and a Development Variance Permit for 4825 Cannon Crescent. The LTC also reviewed a preliminary report to rezone a 1.7 acre Rural area on the property adjacent Port Browning (at 4602 Oak Road). The LTC reviewed a report on Short Term Vacation Rentals and decided to not consider allowing more than one STVR on larger properties at this time.
July 27, 2016 | Meeting - Moving Around Pender Transportation Management Plan
On July 27, 2016 members from both the North and South Pender Local Trust Committees facilitated a meeting between MAP (Moving Around Pender) and representatives from the CRD (Capital Regional District) and MoTI (Ministry of Transportation and Infrastructure) . The meeting was an opportunity for MAP to identify recommendations and updates in their transportation plan and have a discussion with the differing levels of government regarding potential options, issues, and funding availability. August 10, 2016 | Special Waste Management Meeting: Deadline for RSVP Extended!
The North Pender Island Local Trust Committee is hosting a meeting on August 10, 2016 to refine land use criteria for waste management. The meeting will be tightly facilitated using an integrated decision making approach to systematically evaluate land use criteria, and come up with creative options on zoning for waste management. The meeting will be designed to help the LTC consider how its objectives can be achieved under different scenarios, and to be transparent about any trade-offs needed in order to decide between different options. June 30, 2016 | North Pender Local Trust Committee Update
The North Pender Island Local Trust Committee had its regular monthly business meeting on June 30, 2016. The LTC approved a Development Permit for Development Permit Area 10 (Riparian and Aquatic), a Development Variance Permit for siting and height at the Mainroad Contractor’s yard on Port Washington Road, and responded to the South Pender Island Local Trust Committee bylaw referral that, “interests are unaffected” by the technical updates to the South Pender Island Land Use Bylaw. The LTC also reviewed a preliminary report on the Port Browning Marina expansion and a preliminary report for a rezoning application to relocate the septic system infrastructure on the property adjacent Port Browning (at 4602/4606 Oak Road). The North Pender LTC also approved a Temporary Use Permit for a Short Term Vacation Rental on Yawl Lane, and gave First Reading to bylaws that will enable Short Term Vacation Rentals other places on North Pender Island.
May 26/May 30, 2016 | North Pender Local Trust Committee Meeting Updates
At its regular monthly business meeting of May 26, 2016 the North Pender Island Local Trust Committee considered a Temporary Use Permit for Driftwood Properties to use the Rural parcel adjacent the Driftwood for storage of construction equipment and materials. The LTC amended the permit and passed a resolution to issue it. On May 30, 2016, the LTC hosted an open house for its Top Priority Project: Land Use Planning for Waste Management. The purpose of the open house was to bring community members up to speed on the project and offer information on the integrated decision making meeting planned for August 10, 2016.
May 6, 2016 | North Pender Local Trust Committee Update
The North Pender Island Local Trust Committee held their monthly business meeting at 1:00 pm on May 6th 2016 at the Pender Island Community Hall. The LTC considered and approved a Development Permit on Schooner Way for a small dwelling to be built in the Woodland Development Permit Area (DPA #1). The LTC also considered a preliminary report for an application to rezone 3323 Port Washington Road to formalize Mainroad Properties’ contracting yard at that location. The LTC also considered draft regulations on the Short Term Vacation Rental project and directed staff to draft bylaws based on the staff report and on the discussion held at the meeting.

January 28, 2016 | LTC Meeting Highlights
The LTC approved the following 3 permits: NP-DVP-2015.7 (Deschenes); NP-DP-2015.4 (Beauvais); and NP-DP-2015.6 (Rae/Driftwood). The LTC resolved to proceed no further with application NP-RZ-2015.1 (Conconi c/o Colliers International). Considering its next steps with the Solid Waste Management Top Priority, the LTC decided to disband the Special Advisory Planning Commission and has requested an amended Project Charter be brought forward so it can continue this work.
