Update: Salt Spring Island Official Community Plan & Land Use Bylaw Review

The Salt Spring Island Local Trust Committee (LTC) would like to share an update on the Official Community Plan (OCP) and Land Use Bylaw (LUB) Update project.

Project consultant McElhanney Ltd. has advised that it will not be extending its contract beyond March 31, 2026. Before concluding its work, the firm has committed to delivering several key draft components, including:

• Technical Review Summary Report (with GIS analysis)
• Policy Gap Analysis
• Draft revised vision, general goals, and residential objectives
• Draft working OCP framework (excluding mapping)
• Engagement summaries
• Memo outlining short-, medium-, and long-term LUB alignment opportunities

These materials will inform the next stage of the project.
The project workplan anticipated an adaptive approach, recognizing that comprehensive planning processes evolve in response to community input, Indigenous engagement, technical analysis, and governance considerations. The LTC will review the draft materials and determine the appropriate next steps to complete the OCP and LUB update.

The project’s purpose remains to increase housing options and housing equity on Salt Spring Island in a manner that integrates First Nations interests, ecosystem integrity, and climate resilience, consistent with the Islands Trust Policy Statement.

The project remains active. Engagement findings and draft materials received to date will remain part of the project record and will inform the next phase of work.

The LTC acknowledges the work completed to date and thanks community members, First Nations partners, the Project Advisory Planning Commission (PAPC), and all participants who have contributed to the process.
