Governing the Islands Trust
The elected 26-member Islands Trust Council governs the Islands Trust. Trust Council comprises two local trustees from each of 12 local trust areas and two municipal trustees from Bowen Island.
Trust Council meets quarterly to discuss and act on matters that affect the entire Islands Trust Area, including setting the annual budget; creating and monitoring a strategic plan; adopting the Policy Statement; and creating general policies.
Trust Council may go into Committee of the Whole at any time during its meeting by passing a resolution to “resolve itself as a Committee of the Whole”. Committee of the Whole allows all Trust Council members to sit as a Committee in a less formal structure to discuss complex issues that may require more in-depth consideration. No decisions in Committee of the Whole are made but motions are permitted to request information or to report on or refer items to Trust Council or another Committee. Committee of the Whole is not a decision-making entity and will consider and provide recommendations to Council such as, but not limited to, the following business items:
• policy development;
• learning opportunities;
• annual budget deliberations;
• advocacy and strategies;
• other matters that may require Trust Council’s in-depth consideration and community input.
At the beginning of each term, Trust Council elects:
- A chair and three vice-chairs to make up the Executive Committee
- Two representatives to sit on the Islands Trust Conservancy Board
Trust Council also establishes sub-committees to advise on assigned work and projects, such as the Financial Planning Committee, the Trust Programs Committee, the Regional Planning Committee, the Governance Committee and the Accessibility Committee.
